The TCRC Strategic Planning Process

TCRC engages in a planning process every three years to develop a strategic and performance plan. The plan must reflect the priorities deemed most important by the stakeholders,given available resources, to meet the needs of persons with developmental disabilities in San Luis Obispo, Santa Barbara and Ventura Counties.

The TCRC Strategic and Performance Plan for 2007-2009 was completed through a comprehensive, transparent and inclusive planning process with extensive input from persons served, family members, advocates, services providers, TCADD Board of Directors, TCRC staff and other TCRC community partners.

TCRC embarked on a six month planning process in June 2006 to complete a plan for the next three years. An exciting and innovative partnership with stakeholders culminated in November 2006 with the recommendation of the TCADD Executive Committee for adoption of the Plan by the TCADD Board of Directors.

The phases of this process include Planning, Surveying, Analysis, Action Planning and Approval. People were invited to prioritize the thirteen focus areas and provide ideas about future needs in each of the areas. Invitations were sent to our mailing list that includes persons served, service providers, TCADD Board, and staff. The responses in the attached report are from 342 individuals who chose to respond. Their comments are not meant to be an evaluation of regional center but rather an indication of future needs. All of the information from the survey will be used to inform the board as they develop the strategic plan for 2007 These documents will guide us as we set a direction for the next three years.

Overview of the TCRC Strategic Planning Phases

Phase 1: Planning

The calendar for data collection, analysis, action planning and approval was formulated by the Strategic Planning Sub-Committee and TCRC staff

Phase 2: Information Gathering

Over ten thousand (10,000) stakeholders were invited to an innovative on-line survey. Information was collected from stakeholders about current priorities. Persons were invited to prioritize the thirteen focus areas of the 2004-2006 TCRC Strategic Plan and provide ideas about future needs in each of the areas.

The responses in the attached report are from the 342 individuals who chose to respond. Their comments are not meant to be an evaluation of the regional center but rather an indication of future needs. All of the information from the survey was used to inform the board throughout the development process of the strategic plan for 2007 - 2009. These documents will continue to guide TCRC as we follow the direction of the Plan for the next three years.

Phase 3: Analysis

Fifty key stakeholders invited to meet in an all-day retreat to review data, conduct a SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats) and participate in a "straw vote" to recommend seven Focus Areas. Board members and key staff then convened in a TCADD Strategic Planning Meeting to develop a Desired Outcome for each Focus Area. Outcome Measures were researched and formulated by the TCRC Directors Team. Targets were then set by the Directors for all Outcomes Measures for each of the next three years. The links below represent the information presented and the results of the work at these meetings.

Phase 4: Action Planning

Strategic Actions were developed by TCRC staff teams to support the achievement of the Desired Outcomes for each Focus Area.

Phase 5: Approval

TCRC and the TCADD Strategic Planning Sub-Committee reported accomplishments and information to the Executive Committee for recommendation to the TCADD Board for approval throughout the planning process. The TCADD Board reviewed and approved drafts of the Plan at the September 2006 and October 2006 meetings. The Plan was adopted by the TCADD Board at the November 2006 meeting.
