Overview of Programs and Services offered by TCRC

The following categories of information provide a review of the services offered by TCRC as well as a reference guide to the Board's Service Policies and Guidelines that direct the Regional Center's work.

Day Services

Meeting your interests through activities and/or employment in a structured day program, usually based in a facility, may be one of your choices according to your Individual Program Plan (IPP).  TCRC also has supported alternatives to traditional day services through several pilot programs in 2007.

Behavioral Supports

When a person has difficulty with behaviors and this interferes with home, school, work or community relationships, then behavior intervention or a change in residence may be recommended.  Learn more about these services through reference to the Service Policies and Guidelines.

Employment

Support for finding a job or developing a business such as a micro-enterprise can be achieved through the IPP process.  Read more about the Guidelines for these supports. Supported employment can take many forms in the community. Micro-enterprise is a small business venture that reflects the unique skills and talents of the person.

Health/Medical Services

Specialized health care services are provided when a person who is served by the regional center has a need directly as a result of the developmental disability.  The care is provided to assure health or safety or to prevent regression.  Refer to the following Guidelines for more information.

Family Support

Family support services are provided to a person and his/her family to help the family stay together at home.

Residential Care

Licensed residential services located in neighborhoods with community resources can be a choice for adults. Services to maintain the highest level of independence are provided.  Certified foster family homes may be selected if important for the child.  Licensed Family Home Agencies provide home-like settings as well.

Transportation

Persons need transportation to ensure inclusion, participation, and access to community, work, and activities.  Training to use public transportation may be part of the person's Individual Program Plan (IPP).

Family Resource Centers

Family Resource Centers provide support for families who have learned about the diagnosis of a child, need information, seek social opportunities and or want a positive learning environment.

Ventura County

Rainbow Connection, a Family Resource Center in Ventura County, is a place for persons served and their family members to meet and find support, information and training.  Rainbow is staffed by parents of children and adults with special needs. We understand the daily challenges of parenting a child or adult with special needs. Whether you are just starting your journey with a baby in the NICU or you are a family member looking at aging issues for someone with special needs, we are here to help you.  We are great listeners and can assist families with problem solving.

Rainbow staff (all parents of children or adults with special needs )draw from their own experiences and are dedicated to building sensitivity,  knowledge and understanding between individuals, families, professionals, and the community.  Rainbow values and supports every community  member and offers support, information and education to all members of the community.

Spanish Outreach Assistance and support for Spanish speaking families is offered. Some resource materials are available in Spanish.

Library A large lending library of books, videos, audiotapes, computer programs, games, and toys is available at the Tri-Counties Regional Center office in Oxnard. A satellite library is available in the Simi Valley Tri-Counties Regional Center office. Internet access is available at both sites. A mobile library is available for group meetings. It is open to the public.

Rules about Services  (9301)   (9301)   (10101)   (12101)

                           

Here is some information for you to consider when selecting and/or requesting services:

1. TCRC will not fund any service that is considered experimental, optional or elective in nature.

2. A person's private or generic resource will be considered before authorization of regional center funding.

3. Children in Early Start, school-age children and persons living in health care facilities will be expected to receive health care and therapies, including behavior intervention, as part of these programs.

4. The Planning Team must determine that services are required as a direct result of the developmental disability.

5. Tri-Counties Regional Center will advocate for and work with persons and their family members to make sure that generic and private therapy service providers provide treatment to meet the needs of persons with developmental disabilities.

6. It is the financial responsibility of persons or their families to pay premiums and meet any required deductible amount or co-payment liabilities as determined by generic resources and/or private insurance carriers. Exception: under the federally funded Early Start Program, the regional center can be required to pay an insurance deductible or co-pay.

7. Except as legally prohibited by the terms of a Special Needs Trust, trust funds established for the care or benefit of a person are considered a private resource and, therefore, it is expected that this source of funds be used prior to regional center funds.

8. If a generic or private resource initially denies a required service that Tri-Counties Regional Center has determined to be the responsibility of that resource, the denial will be appealed. Tri-Counties Regional Center may authorize funding for a service while an individual or family member appeals a denial of service by a generic or private resource under the following circumstances:

a. The Planning Team will make the determination that the service is required to protect a person's health and safety, or that a prolonged wait for the service will have an irreversible impact on the person's health and safety; and

b. The Planning Team will consider the person's risk for regression and the capacity of the individual to regain any loss of function or ability if the service is not provided in a timely manner.

9. The purchase of any service must be both clinically and fiscally an effective use of public funds.

10. Exception Policy: Tri-Counties Regional Center recognizes that some individual needs are so unique that they may not be addressed in a Service Policy and may require an exception. Such requests for an exception to a Service Policy will be made through the Planning Team process.
