ANNOUNCEMENT

New Purchase of Services Request for Proposal Process
Tri-Counties Regional Center (TCRC) is accepting responses to Requests for Proposals (RFP) for services and supports reimbursed through Purchase of Services (POS) as of April 1 2008. This RFP process is now aligned with the Community Placement Plan (CPP) RFP schedule in that both POS will be announced semi-annually in April and October.

Current and potential providers are encouraged to utilize the RFP process to submit applications for services and supports that reflect the description of current needs for persons served in San Luis Obispo, Santa Barbara and Ventura Counties.

BACKGROUND INFORMATION

TCRC’s Request for Proposal Process
Tri-Counties Regional Center opens up an RFP semi-annually. In the spring and fall, the RFP is distributed to interested service providers as well as on this web site. An Information Conference is held after distribution of the request in order to answer questions and further clarify the projects. Projects identified as “CPP” may include start-up funds. Projects identified as ‘POS” will not include start-up funds.

RESEARCH CURRENT NEEDS

For a description of services and supports being sought by Tri-Counties Regional Center to provide for persons served, search for your specialty in the following way:

2. Review the list of current needs and explore the details by clicking on a particular category or service.

DEADLINE FOR SUBMISSIONS

Proposals must be received no later than 5 p.m. on May 9, 2008. All proposals must be identified as CPP/POS and indicate which county the service is to be located. Proposals are to be sent to: ResourceDevelopment@tri-counties.org. An email confirming receipt will be returned with your submission.

SUBMISSION FORMAT

Please note that electronic documents are required at all stages in the process of becomming a service provider. The proposal MUST contain all of the following:


1. Completed RFP Response Form
2. An Executive Summary describing the service, staff qualifications and service implementation as described in the RFP

Many projects require a program design. Once awarded, applicants will be asked to submit a program design if necessary.

PROPOSAL REVIEW PROCEDURE

Proposals will be reviewed by the TCRC RFP Proposal Review Committee. Supplemental information may be requested. Applicants may be asked to participate in an interview team of interested stakeholders. Any proposal may be rejected if it is incomplete or deviates from the specifications in the RFP. The Tri-Counties Regional Center reserves the right to reject any or all proposals and to cancel the RFP process at is discretion. If negotiations fail with the selected applicant, TCRC reserves the right to re-open negotiations with the next qualified applicant or re-post the RFP.

CRITERIA FOR REVIEW OF ACCEPTED PROPOSALS

Executive Summary - the applicant demonstrates understanding of service requirements.

The proposal provides evidence that the applicant understands the needs of individuals to be served and the issues involved in providing quality services.
Applicant demonstrates an understanding of current “Best Practices” and has incorporated them into the design.
Proposal outcomes are realistically attainable and can be expected to produce desired outcomes and a higher quality of life for individuals receiving services.
The applicant’s philosophy and values are consistent with TCRC’s mission, values, and operating principles.

July 31 Contract Awarded 16 Weeks After RFP Release
