Job Summary: Provides consultation in the development of person-centered resources to promote full and equal integration and participation of individuals supported by Tri-Counties Regional Center via the Health and Safety Waiver process.

Primary Functions:

1. Act as subject matter expert and provide support and technical assistance to regional center staff, service providers, and individuals receiving services and their families about the health and safety waiver process. 2. Develop materials and information about the health and safety waiver process for Service Coordinators and other regional center staff who may be involved in the decision to pursue a health and safety waiver. (Materials shall be in both English and Spanish as well as American Sign Language.)                                                                                                                                                                                                                3. Develop and implement an outreach training plan for underserved communities and obtain input from stakeholders about the effectiveness of the plan.                                                                                                    4. Work with regional center service coordination staff in developing ways to identify concerns, barriers and challenges to the utilization of the health and safety waiver process.                                                                5. Work with regional center employees on ways to identify individuals who might benefit from a health and safety waiver and assist with guiding employees with the application process to meet those needs.                6. Collect and provide data, as requested by the Department of Developmental Services (DDS), regarding the number of individuals served through this effort.                                                                                            7. Collaborates with representatives of other regional centers and the Department of Developmental Services (DDS) regarding the health and safety waiver process.                                                                                8. Act as subject matter expert in the AB 637 process.                                                                                                                                                                                                                                                                9. Provide technical assistance and support to residential providers requesting a service level change.                                                                                                                                                                                  \ 10. Provide resource development support to the self-determination team, including, but not limited to, the development of Financial Management Services agencies and Independent Facilitators.                                    11. Supports the RFP process for new developments as needed.                                                                                                                                                                                                                                             12. Develops and maintains a tracking system for health and safety waiver requests and trainings provided to regional center staff.                                                                                                                                    13. Develops partnerships with provider specialty groups to ensure best communications involving contract implementation and expectations for quality of service delivery.                                                                          14. Communicate with provider groups regarding changes in the regional center system for best practices to support understanding and compliance.                                                                                                          15. Represents TCRC at local community meetings as assigned.                                                                                                                                                                                                                                              16. Performs other duties as assigned.

Can align written documents such as contracts with negotiations of terms with TCRC staff and the provider                                                                                                                                                                       9. Can align the language of the Title 17 Regulations with contract development                                                                                                                                                                                                                    10. Must be bi-lingual (Spanish speaking)

Physical Requirements: Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to travel to another work-site location is absolutely required on a daily basis. The ability to stand, sit or walk for moderate distances on uneven terrain is also required on a daily basis.

While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel and operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.

Qualifications: Master’s degree in a social services-related field and one year’s experience in a closely related position. A bachelor’s degree and three additional years of experience may be substituted for the Master’s degree. A valid California driver’s license and reliable transportation, or acceptable substitute, is required.
