Job Title: ACCOUNTING ASSISTANT II (POS)

Job Summary: Performs advanced accounting duties. Performs internal control functions using system data. Provides training and technical assistance to staff. Performs work in accordance with generally accepted accounting principles and practices. Provides person centered support to TCRC’s Department of Finance and Administration. Reports to POS Accounting Manager.

Primary Functions:

1. Provide back-up for all aspects of SANDIS electronic authorization process – to include bridging from SANDIS to UFS, auditing and deferring authorizations to Service Coordinators that need correcting, and providing on-going support to Service Coordinators and POS accounting staff. Also includes performing inquiries in UFS and/or review of SANDIS changes and cancellations.
2. Run system queries for internal control purposes, download data into Excel and create understandable data reports. Analyze and identify data that needs to be corrected. Data analysis includes but is not limited to checking data to internal policy limits by service type, checking for service types that cannot overlap, ensuring that income verification has been provided for service types that require it, ensuring that service types specific to an age group are not provided to a different age group, etc. Investigate further to determine resolution, as needed. Correct or direct service coordinator staff to correct the data.
3. Query running and distribution of weekly and monthly reports. Including but not limited to duplicate authorizations, exceptions to service standards monitoring, Title 17 compliance, TBL compliance, open authorizations by team, authorizations ending in specified month, and other reports identified to assist the POS team and Services and Supports department in maintaining a clean audit.
4. Monitor, analyze and follow up on query reports to ensure appropriate action by Services & Supports staff to remain in compliance. May involve training of Services and Supports staff on general guidelines.
5. Lead person with tracking insurance information for SB946 including verifying eligibility for TCRC funding of co-payments or deductibles. Coordinate information with Benefits Specialist.
6. Conduct periodic internal audits within POS accounting for compliance with current and prior Trailer Bill language and other relevant regulations.
7. Ensure proper audit trail is maintained.
8. Provide assistance to vendors and service coordinators. Assist in training staff on various accounting processes and procedures as needed.
9. Participate with auditors and managers in external CPA and DDS audits as well as assist with internal audits. Maintain internal controls as specified in the audits.
10. Assist in maintaining Department of Finance and Administration Job Notebook to include documenting processes and procedures.
11. Participate in reviewing and revising various administrative policies and procedures.
12. Provide back up for all daily functions in POS department – as needed.
13. Work on various special projects as requested by the POS Accounting Manager.
14. Research and keep current on accounting standards, best practices, policies and procedures.
15. Occasional travel may be required to other TCRC offices, vendor locations and other Regional Centers.
16. Assist with filing and mailings as needed.
17. Other duties as assigned.

Knowledge, Abilities, and Other Skills Required:
• Strong knowledge of accounting principles and procedures and ability to apply these in the work performed.
• Strong knowledge of auditing standards and experience conducting internal audits.
• Intermediate to advanced skill level for Excel, Word, e-mail, Internet and accounting software.
• Ability to provide technical assistance on the use of Excel and accounting software.
• Ability to analyze situations accurately and adopt an effective course of action. Problem solving experience.

Minimum Qualifications:
Possession of a Bachelor’s Degree AND three (3) years of experience, in accounting, finance, tax, auditing, economics or business positions in a complex, medium sized public, non-profit or business organization.
OR
Possession of an Associate’s Degree AND five (5) years of experience in accounting, finance, tax, auditing, economics or business positions in a complex, medium sized public, non-profit or business organization.
Ability to travel occasionally and a valid California Driver License, clean driving record and proof of automobile insurance, or other reliable means of transportation, is required.

Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard
office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as financial data, reports, procedures and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to stand, sit or walk for moderate distances is also required on a daily basis. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.
